Conference Welcome
Welcome from the MSA Executive Director
Welcome to the 2026 MSA PSAP 9-1-1 Communications Conference! We are glad that you are here and trust that you will find your experience to be rewarding as you join colleagues to train together, to support each other, and to learn from each other.
You, more than most, understand that our PSAP’s serve our communities and our public safety partners in a variety of ways. This wide range of services can bring its own challenges, and rewards. The goal of these conferences is to help you prepare to navigate those challenges and to reap the rewards.
As we provide training, we also encourage you to take advantage of the unique opportunity to “Unplug” with friends and colleagues who understand what you are going through. I encourage you to use this time spent away from your office to learn, to relax and to make the most of this exceptional network of great people.
On behalf of the Sheriffs of Minnesota, I thank you for all that you, and each member of your team, continue to do for our communities every single day! The challenges in recent years have been unprecedented, and the rules seem to keep changing. However, your ability to adapt and overcome is what has led your team to continue writing success stories during these challenging times. You should be proud, and I know that your sheriffs, chiefs, and executives certainly are!
I also want to thank the MSA PSAP 9-1-1 Communications Conference Committee and the MSA team who, in short order, have done an outstanding job of putting together a strong line up of speakers that will address many of the issues facing our teams today. Our goal remains to serve you with excellence so that you leave the conference better informed, better equipped and better prepared for whatever challenges may lie ahead.
Thank you for attending and making the personal investment as we pursue excellence- together!
I hope that you enjoy the conference!

James Stuart
MSA Executive Director
