Inspired by a certification from Yale on The Psychology of Well-Being, this is the newest of Jack’s presentations, so it still has that fresh keynote smell. In a nutshell, this program is about navigating negativity in the workplace and Jack examines how challenging times can bring big things to anyone, if you look in the right place. But as the GI Joe Fallacy (yes, that GI Joe) demonstrates, simply seeing the silver lining is not enough. It's the doers who find the upside. Because in a world with so much downside, you can always find a way to...up yours.

Jack Stahlman delivers informative and educational presentations built around his experiences in Los Angeles as an actor, producer, director —and, of course, a waiter.In Hollywood, he launched his own production company which created several films that enjoyed international success and was an Assistant Director for the Margaret Cho stand-up show, Cho Revolution.As an actor, his shining moment came in a co-star role on the CBS drama Cold Case, where he played a wimpy park ranger. He also appeared on Days of Our Lives and several commercials.Jack graduated with honors at DePauw University (yes, DePauw with a W) and has been a regular contributor to HuffPost. For the last decade he has been entertaining companies, schools and associations worldwide, while delivering actionable takeaways to make a real difference in the workplace.

Leah Palmer is the director of the Minnesota Department of Public Safety’s Emergency Communication Networks (ECN) division. Director Palmer brings 15 years of public service experience, including positions with the Minneapolis Police Department, the City of Minneapolis, the City of Brooklyn Park, and Metro Transit. Before joining ECN, Director Palmer worked for Metro Transit, managing its Transit Rider Investment Program. In that role, Palmer led the effort to create a team of agents dedicated to working with law enforcement and other transit officials to improve the rider experience. TRIP agents ensure fare compliance, connect people with needed resources and help to enforce Metro Transit’s Code of Conduct. She holds a Master of Public Affairs from the Humphrey School of Public Affairs and an Executive Certificate in Public Policy from the Harvard Kennedy School.

Over 25 years, she worked her way through the ranks and through consolidation to be the Administrative Manager of Support Services for the Metropolitan Nashville Department of Emergency Communications. She served as an Operations Manager before shifting to Administrative Manager over the HR, Training, QA & Accreditation Sections. She helped develop and train the Tactical Dispatch and Community Outreach teams for Nashville. She served on the TN-APCO board, the NENA Education Advisory Board, and the NJTI Board and was the TERT State Coordinator for TN. In 2017, she became a full-time National Emergency Number Association instructor. She currently serves as the NENA Education & Training Course Manager, overseeing NENA’s educational offerings.

This presentation will provide an overview of the efforts undertaken by the MSA's Workgroup and PSAP committees to deliver baseline training for telecommunicators throughout the state. Topics include emergency communications, professional certification, available resources, and the partnership with NENA National.

Brian Johnson is the Deputy Director of the Minnesota Sheriffs’ Association. Brian began his law enforcement career in 1997 with the Wright County Sheriff’s Office. He served in various roles, including patrol deputy, school resource officer, D.A.R.E. officer, and criminal investigator. In 2003, he was promoted to Sergeant, where he supervised the community policing unit, the boat and water unit, the sheriff's reserve unit, and training programs. Over the course of 17 years, he was part of the sheriff's emergency response team, spending the last seven years as a team leader. In 2020 Brian was assigned full-time as a training coordinator for the new training center. Brian was later promoted to lieutenant, overseeing professional standards and training. He is a certified instructor in various areas, including use of force, emergency vehicle operations, Taser, active shooter situations, and firearms. Brian retired from the Wright County Sheriff’s Office in August 2024. In September 2024, he accepted the position of Deputy Director with the Minnesota Sheriffs’ Association.

"Missing Persons, Alerts, and Brandon's Law, featuring a Case Study on the Disappearance of Brandon Swanson" | 2:45 - 4:45

This presentation will give a brief update on the different types of Missing Persons Alerts, wording, and investigative considerations, as well as legislative mandates. The second part of this presentation includes a case study on Long Term Missing Person Brandon Swanson and the case law created afterward.

Special Agent Colleen Myhre is the Assistant Special Agent in Charge (ASAIC) of the Homicide and Missing Persons Unit for the St. Paul Regional Office at the MN Bureau of Criminal Apprehension. She has been in law enforcement for 19 years and has been in the Homicide and Missing Persons Unit at the BCA since 2019. In addition to her work in that unit, in 2022, as a Special Agent, ASAIC Myhre also worked on the BCA’s Violent Crime Task Force, assigned to assist Minneapolis PD’s Homicide Unit. Between 2008 and 2019, she worked for the South St. Paul Police Department. Between 2006 and 2008, she worked at the Willmar Police Department. Her Bachelor of Arts degrees are in Law Enforcement and Spanish.
Derek Woodford is a Senior Special Agent in the Minnesota Bureau of Criminal Apprehension's homicide/missing persons unit.
